Cindy brings more than 25 years of senior management experience, including a decade of strategic development and plan execution at high-growth companies in the architecture, engineering, and construction (A/E/C) industry. Cindy is an exceptional leader, communicator, and problem-solver with a keen client-needs assessment aptitude, which has earned her more than 15 awards in recognition of her excellence and contributions to the A/E/C industry and professional organizations. As CEO of TLI Construction, she leads the TLI Construction team and works with leadership to develop and implement the corporate vision, mission and strategic direction.

In her career, Cindy has been directly responsible for the recognized revenue growth of A/E/C companies. Her experience in federal construction projects also extends into the overall Operational Control, Management and Coordination. Cindy will share that over her career, she has learned from the best in the business and now shares her experience and passion to partner with clients, subcontractors and employees to deliver high quality projects.

Cindy leads TLI's multi-state business operations and is responsible for:

Tom McGetrick

Tom has over 30 years’ experience performing as a Project Manager, Project Superintendent, Quality Control Manager, and Construction Representative on construction projects throughout the United States. He brings experience in all phases of construction with military and non-military projects, including but not limited to, multi-faceted management and leadership roles, production and support areas for design-build, new construction, and sustainment and renovation of various facility types.

Tom brings “Cradle-to-Grave” construction management experience, including:

  • Coordination of field activities with the Project Manager
  • Supervision of all on-site operations
  • Direction of all site labor and subcontractors
  • Coordination of field work with technical staff.

As Vice President, Construction, Tom reviews and identifies scope of work changes, acceptance and approval of materials and supplies, assignment of project labor staff, and maintenance of equipment and material logistics systems.

Tom’s commitment to safety and quality on all projects is recognized by the long-term relationships with federal agencies and a proven subcontractor resource pool.

Xochilt brings 14 years of construction office administration experience, including assisting clients, managing an office and staff in the architecture, engineering, and construction (A/E/C) industry. For the past 10 years she has been responsible for the successful day-to- day administration of over 500 general construction contracts in the federal construction industry across multiple regions of the country. Xochilt’s indepth understanding of the Tungsten, Wide Area Work Flow and FICEN applications for a variety of federal clients, including VA, GSA, ARMY, USCG, AIRFORCE Departments allows her to work closely with project managers to prepare and organize project billings.

Xochilt’s daily administrative management activities for TLI Construction projects includes:

  • Administration of all general and subcontractor contracts
  • Administration of all project budgets
  • Submitting and tracking all monthly project billings and collections to (and from) multiple customers and subcontractors.
  • Coordination with project team in the final close out documentation for all general and subcontractor contracts

Xochilt’s long term relationships with corporate subcontractors and vendors ensures that the project team is continually collaborating and delivery services and supplies at the highest level while meeting construction code, contract design specifications, and project schedules.
